Gurugram: Fourth floor can be registered as independent dwelling unit??
GURUGRAM: The state government, on Wednesday, issued a notification allowing registration for fourth floors of plotted houses as independent dwelling units, bringing cheer to thousands of the city’s plot owners, who have built a fourth floor but weren’t able to sell it as an independent dwelling unit, as it couldn’t be registered.
The report mentioned that in a meeting chaired by the DTCP director general in March this year, the department restricted registration of fourth floors as independent residential units.

This was after Huda had raised construction permit on private residential plots from a stilt and three floors (15m) to a stilt and four floors (16.5m) in February 2017.
The notification, issued by DTCP principal secretary A K Singh, states, “The government has allowed registration of fourth floors as independent dwelling unit on the condition that as fees for permission to register, the owner will pay one-third of external developmental charges (EDC) applicable to a particular urban area, which shall be over and above the purchasable Floor Area Ratio (FAR).”
The state government also said the permissible height of the building shall be 16.5m, subject to fire NOC and certificate of conformity to rules and structural safety, and that the EDC recovered for registration of fourth floor shall be transferred to the respective agency — Huda, GMDA, HSIIDC or MCG — to carry out EDC work.
It also mentioned that the policy will come into force with immediate effect, and that DTCP shall immediately carry out necessary amendments in zoning regulations of respective development plans in Haryana Building Code 2017, regarding maximum permissible limit of 16.5m for residential building.
During the last year, the city witnessed a sudden spurt in construction of fourth floors in Huda sectors and licensed colonies. Sale of plots in residential sectors also saw a rise, as builders tried to profit from newly-constructed fourth floors.
Many fourth floors were also registered illegally by plot owners in collaboration with tehsil officials. On May 28, chief minister Manohar Lal Khattar announced plot owners had met him to request they be permitted to register fourth floors.
“The government had allowed construction of a fourth floor, but disallowed its registration. Property owners have been demanding this be allowed. So I’ve directed concerned officials to look into it,” Khattar had said then.
According to a rough estimate, owners of at least 500-600 plots in the city have already built fourth floors on their properties.
